"Breaking News" falls under the topic "NEWS"..... it does NOT fall under "Rant and Rave".
The subtopic of "Current Events" does fall under "Rant and Rave" but there is a subtle but definite distinction between the IMMEDIACY of "BREAKING NEWS" and the less immediate discussion of "Current Events".
Example: "Earth Quake hits Cleveland details emerging" is obviously "Breaking News" where as-
"Cleveland still dealing with earth quake cleanup as looters go wild" would be a possible thread of the "Current Event" under RANT and RAVE because of the outrage the circumstances of this "Current Event" have invoked.
