“We used to live all together, Sunni and Shia,” said Hammudi. “We were all united, but groups have come from the outside trying to divide the two communities.”

Even though Iraqi and US forces have now surrounded the neighbourhood, the fear remains written across their faces as the country plunges deeper in a seemingly endless cycle of sectarian revenge attacks.

The imam of one of the neighbourhood’s few Shia mosques, Sheikh Mahmud al-Sudani, confirmed that Sunday’s attack was revenge for attacks on Shias living in the neighbourhood over the past weeks.

Sunni imam Abdel Samad al-Obeidi was more specific, however, and accused the masked attackers of being members of the Mehdi Army, the loosely organised but vast armed militia owing allegiance to radical Shia cleric Moqtada al-Sadr.

Once dismissed as a marginal rabble-rouser, Moqtada al-Sadr is now a key to Iraq's stability and must be treated as such despite the revulsion at the deadly attacks his movement is involved in, the International Crisis Group, a Brussels-based think- tank, said in a new report published Tuesday.
"The Sadrist movement cannot be reduced to an unruly mob, fired up by a populist leader," said Peter Harling, ICG senior analyst.

"It is a phenomenon with deep roots in contemporary Iraq and expressing a large number of justified grievances."

`Iraq's Moqtada al-Sadr: Spoiler or Stabilizer?', the latest report from the International Crisis Group, examines the rise of Moqtada al-Sadr.

Moqtada must be recognized as a serious political actor. There is little organizational discipline or hierarchical sense among Sadrists, but he has become the authentic spokesman of a significant portion of traditionally disenfranchised Iraqis.

To seek to contain and marginalize, let alone eliminate, him would do nothing to address the social reality of which his success is the clearest manifestation, states the report.

"Becoming a responsible leader is now Moqtada's principal challenge," said Robert Malley, the Crisis Group's Middle East and North Africa program director.

"Should he fail to take it on, he will be partly guilty for two things he ardently claims he wishes to avoid: Iraq's fragmentation and fitna, a civil war within Islam," he added.

Not to mention I expect he has some unsavory associates outside of Iraq but that's another story.

It would appear to me Moqtada al-Sadr IS "guilty of Iraq's fragmentation and fitna, a civil war within Islam."

Not to mention I expect he has some unsavory associates outside of Iraq but that's another story.

BAGHDAD — The radical Shiite cleric Muqtada al-Sadr said Friday that Iraqis would not "sit by with folded hands" while Israel struck at Lebanon, signaling a possible increase in attacks from his mercurial militia, the Mahdi Army.
In a written statement, al-Sadr also said that he considered the United States culpable in the conflict unfolding in Lebanon, since America is the largest foreign ally of Israel.

Al-Sadr's statement was issued at a time of rising tensions between the U.S. military and the Mahdi Army, with U.S. forces carrying out raids against Mahdi hide-outs and arresting senior leaders.

Other Shiite clerics denounced Israel's attacks on Lebanon during Friday prayers, and hundreds of Iraqis demonstrated to show solidarity with the Lebanese.

Thousands of Iraqis also demonstrated in the Shiite district of Sadr City in Baghdad and the southeastern cities of Kut and Amarah, praising the leader of Hezbollah and denouncing Israel and the United States. Some protesters said they were ready to fight the Israelis. "No, no to Israel! No, no to America!" they chanted.

U.S. commanders have strongly denounced militias in recent days and have pledged to try to curtail the militias' death squads, which they say are feeding the spiraling cycles of sectarian violence.

BAGHDAD, Iraq - This week’s intense clashes between the Iraqi army and a Shiite militia are part of a strategy to whittle away the power of a radical cleric. But the high-risk gambit could trigger more fighting across the Shiite south — at a time when the cleric’s stronghold in the capital is virtually off-limits.

Prime Minister Nouri al-Maliki has promised to disband militias, including the Mahdi Army of anti-U.S. cleric Muqtada al-Sadr, as a way to curb the sectarian violence propelling Iraq to the brink of civil war. The United States has made clear it views that effort as crucial.

But a full-scale assault by either American or Iraqi forces on al-Sadr’s stronghold of Sadr City is highly risky. Al-Maliki, a fellow Shiite with political ties to the cleric, has publicly criticized a U.S.-Iraqi raid this month on the teeming district in Baghdad, where al-Sadr’s followers maintain control and mete out Islamic justice in religious courts.

With Sadr City thus out of play for the time being, the U.S. military and its partners have been going after al-Sadr’s forces outside the capital, arresting a Mahdi commander in Basra and raiding militia offices in other cities to cut into the cleric’s power base.

The fighting Sunday and Monday in Diwaniyah, a ramshackle Shiite market town about 100 miles south of Baghdad, was the latest and one of the most intense examples.

The trouble started when Iraqi soldiers arrested one of the cleric’s supporters before dawn Sunday, said an al-Sadr aide. Later in the day, Iraqi soldiers launched more raids and fighting broke out.

Al-Maliki’s office said 73 people, including 23 Iraqi soldiers, were killed before a truce was reached on Monday. Other officials put the death toll at 40, most of them soldiers and civilians caught in the crossfire.

“The battle may be over, but the campaign to clean that city up and to restore it to Iraqi government control isn’t finished,” the top U.S. commander, Gen. George W. Casey, told reporters Wednesday.

I believe I read an unconfirmed blurb on one of the forums a couple of days ago that there is a new militant group in Iraq that was put together by Abu Musab al-Zarqawi just before he was eliminated.

This new group was specifically to kill the Madhi Army and Badr Brigade members.

BAGHDAD, Sept. 27 — The radical Shiite cleric Moktada al-Sadr (http://topics.nytimes.com/top/reference/timestopics/people/s/moktada_al_sadr/index.html?inline=nyt-per) has lost control of portions of his Mahdi Army militia that are splintering off into freelance death squads and criminal gangs, a senior coalition intelligence official said Wednesday.

The question of how tightly Mr. Sadr holds the militia, one of the largest armed groups in Iraq (http://topics.nytimes.com/top/news/international/countriesandterritories/iraq/index.html?inline=nyt-geo), is of critical importance to American and Iraqi officials. Seeking to ease the sectarian violence raging across the country, they have pressed him to join the political process and curb his fighters, who see themselves as defenders of Shiism — and often as agents of vengeance against Sunnis.

But as Mr. Sadr has taken a more active role in the government, as many as a third of his militiamen have grown frustrated with the constraints of compromise and have broken off, often selling their services to the highest bidders, said the official, who spoke to reporters in Baghdad on condition of anonymity because he was not permitted to speak publicly on intelligence issues.

“When Sadr says you can’t do this, for whatever political reason, that’s when they start to go rogue,” the official said. “Frankly, at that point, they start to become very open to alternative sources of sponsorship.” The official said that opened the door to control by Iran (http://topics.nytimes.com/top/news/international/countriesandterritories/iran/index.html?inline=nyt-geo).

Mr. Sadr’s militia — dominated by impoverished Shiites who are loosely organized into groups that resemble neighborhood protection forces — has always operated in a grass-roots style but generally tended to heed his commands. It answered his call to battle American forces in two uprisings in 2004, and stopped fighting when he ordered it. But as the violence in Iraq has spread, evidence of freelancing Shiites has accumulated.

After the bombing of a Shiite shrine in Samarra in February, bands of militants dressed in black, the favorite color of Sadr loyalists, drove into neighborhoods, kidnapping and killing Sunnis. Mr. Sadr, who was abroad at the time, returned home and gave a rare public speech calling on his followers to stop, even proposing joint prayer sessions with Sunni clerics. Still, the rampage continued.

In Basra, a province in southeastern Iraq, Mr. Sadr has less direct control over militiamen, and they have tended to operate to suit their own agenda. Local leaders there have said that he has disciplined some members and fired others, but with little overall effect. He has run through four different leaders in Basra, according to the intelligence official, and has even had to shut offices temporarily, when local leaders ignored him and acted on their own.

Mr. Sadr is still immensely powerful, with as many as 7,000 militiamen in Baghdad, the official said. And the cleric has turned that firepower into political might. His candidate list won about 30 seats in Parliament this year, one of the largest shares. The participation was a central goal for American officials, who tried for months to persuade him to stop fighting and enter politics.

Still, six major leaders here no longer answer to Mr. Sadr’s organization, according to the intelligence official. Most describe themselves as Mahdi Army members, the official said, and even get money from Mr. Sadr’s organization, but “are effectively beyond his control.” Some of those who moved away from Mr. Sadr saw him as too accommodating to the United States (http://topics.nytimes.com/top/news/international/countriesandterritories/unitedstates/index.html?inline=nyt-geo). Others saw him as too bound by politics, particularly as killings of Shiite civilians in mixed neighborhoods began to soar.

“They’re not content to sit there and just defend their family on the street corner,” the official said. “They want to go out and take on what they view as Al Qaeda (http://topics.nytimes.com/top/reference/timestopics/organizations/a/al_qaeda/index.html?inline=nyt-org) or Baathists or both in aggressive measure.”

One example is Abu Dera, a fighter in the Shiite stronghold of Sadr City in the capital who used to be loyal to Mr. Sadr. Residents said that as he began to gain a reputation for killing Sunni figures, Mr. Sadr told him to stop. But he ignored the order, and now he is referred to as the “Shiite Zarqawi,” after Abu Musab al-Zarqawi (http://topics.nytimes.com/top/reference/timestopics/people/z/abu_musab_al_zarqawi/index.html?inline=nyt-per), the terrorist leader who exhorted Sunnis to kill Shiites.

“He started against the Americans, but he moved on to killing Sunnis,” said Sattar Awad, a 29-year-old resident of the district. “People here look at him as a brave man.”
American forces are hunting for Mr. Dera, the intelligence officer said, but he has eluded capture.
Although the splintering has solved some problems for the American military, it has raised new ones. “In some ways it makes it easier for me because I now have digestible doses I can deal with,” said a senior American military official at a briefing on Wednesday, also in Baghdad. “At the same time it creates problems because they are harder to find when they are splintered.”

The splintering has changed the tone of the American military’s interaction with the Mahdi Army in Sadr City. In past years, American forays into the area would often draw a storm of grenade attacks. But recent American moves into the area have been carried out relatively peacefully: Mr. Sadr has not ordered attacks because the men being sought were freelancers like Abu Dera, the intelligence officer said.

The fighters’ defections have raised the troubling prospect of more avenues of influence for Iran, the senior intelligence official said. The official cited shipments of weapons with labels that trace back to Iranian weapons manufacturers as evidence that Iran was actively aiding groups in Iraq. And that assistance has not just been limited to Mahdi Army offshoots. “They’re not sure who will come out on top, so they fund everybody,” the official said of Iran.
Even Mr. Sadr, who fashions himself as the quintessential Iraqi nationalist, has reached out to Iran’s government, making a very public trip to Iran for talks early this year. He is also trying to reassert control over his power base at home, and to expand his influence, the intelligence official said. “What Sadr is looking for is discipline,” the official said.

He said Mr. Sadr had begun to increase his exposure in the northern city of Kirkuk and in Diyala Province, both mixed-population areas north of Baghdad where sectarian disputes have been on the rise. There, he is trying to appeal by casting himself as a defender of Shiites against Kurdish and Sunni Arab factions.

As I've maintained, there are elements that claim that whole Lebanese war was a power play that got out of hand and was in fact intended as a diversion to actions taking place in Iraq with regard to al-Sadr's army.

I was not at all surprized after the fact when one of the Lebanese leaders stated he didn't intend for a war to break out, but Lebanon was just flexing their muscle at the onset.

Muqtada al-Sadr aide arrested in Baghdad

Baghdad, Jan 19: Sheik Abdul-Hadi al-Darraji, al-Sadr's media director in Baghdad, was captured during a 2 a.m. raid on a mosque in the eastern neighborhood of Baladiyat, an official in al-Sadr's office said, speaking on condition of anonymity because of security concerns.

The U.S. military said special Iraqi army forces operating with coalition advisers captured a high-level, illegal armed group leader in Baladiyat, but it did not identify the detainee. It said two other suspects were detained by Iraqi forces for further questioning.

The raid comes as Prime Minister Nouri al-Maliki has pledged to crack down on Shiite militias as well as Sunni insurgents in a planned security operation to quell the sectarian violence in Baghdad amid concerns that his reluctance to confront the Mahdi Army of his political backer al-Sadr led to the failure of two previous crackdowns.

The U.S. military accused the main suspect of having ties with the commanders of so-called death squads, which have been blamed for many of the killings that have left dozens of bodies, often showing signs of torture, on the streets of Baghdad.

The suspect was detained "based on credible intelligence that he is the leader of illegal armed group punishment committee activity, involving the organized kidnapping, torture and murder of Iraqi civilians," according to the military statement.

It also said he was reportedly involved in the assassination of numerous Iraqi security forces and government officials.

"The suspect allegedly leads various illegal armed group operations and is affiliated with illegal armed group cells targeting Iraqi civilians for sectarian attacks and violence," the statement said, adding he was believed to be affiliated with Baghdad death squad commanders, including Abu Dura, a Shiite militia leader who has gained a reputation for his brutality.

The official and an Iraqi police officer, who also declined to be identified for fear of reprisals, also said one of the mosque's guards was killed in a firefight during the raid that damaged the mosque walls, while four other people who were with the sheik were arrested.

Elsewhere, a roadside bomb killed one U.S. soldier and wounded three others in an attack against a patrol in Baghdad, the military said Friday.

The Multi-National Division — Baghdad soldier was killed and three others were wounded Thursday when the blast struck as the patrol was escorting a convoy in a northwestern section of the capital, according to the statement. Their identities were not released pending notification of relatives.

The military said members of the unit have been escorting numerous convoys carrying troops and materials throughout Baghdad in the past week.

U.S. and Iraqi forces are gearing up for a major neighborhood-by-neighborhood sweep aimed at quelling the spiraling violence in the capital.

At least 3,030 members of the U.S. military have died since the Iraq war started in March 2003.
